随着公安改革的不断深化,传统的公安交通管理工作模式在经济社会迅速发展的背景下已经显现出一定程度的不适应,其中最主要的表现之一便是现行的机动车驾驶人培训考试制度满足不了人民群众日益增长的驾驶培训和考试需求。2015年底国务院办公厅下发了《关于推进机动车驾驶人培训考试制度改革的意见》,这对于公安交通机动车驾驶人管理工作是一次重要的改革机遇,也是机动车驾驶人培训考试制度从传统思维模式向"互联网+"思维模式的一次重要转变。因此全面解读改革意见的精神实质、系统推进各项改革任务的有效落实、不断促进驾驶人培训考试制度的优化,是最大限度满足机动车驾驶人培训考试需要的唯一途径,对于各级公安交通管理部门具有重大的现实意义和深远的历史意义。

With the continuous deepening of the reform of public security, the traditional public traffic management mode under the background of the rapid economic and social development has shown misft to a certain extent. One of the main performances is that the current motor vehicle driver training and examination system cannot meet the people’s growing demand for driver training and examination. By the end of 2015, the State Council issued “On Promoting the Reform of the Examination System of Motor Vehicle Driver Training”, which is an important opportunity for the reform of motor vehicle, and also an important opportunity of reform for the motor vehicle driver training and examination system from the traditional thinking mode to the “Internet plus” mode. Therefore, a comprehensive interpretation of the views of the spirit of reform, pushing forward the reform of the system, thus constantly promoting the effective implementation of the task driving training examination system optimization is the only way to maximally meet the need of the motor vehicle driver training and examination, which is of great practical signifcance and far-reaching historical signifcance for all levels of public security traffc management department.
