The background, certification organization and guidance of technical specification for interoperability （TSI） sponsored by European Union are introduced. Based on an explanation of some key elements of the certification process like certification program and certification modules, the requirement and structures of TSI certification are described. The introduction is focused on related technical standard, parts and interface requirements of signaling system, offering a road map for TSI certification of signaling system.
