In the mid-Meiji Period, triggered by Kato Hiroyuki's proposal to rely on religion tor moral education, a situation occurred in which the role religion should play in moral education and the principles of moral education itself were hotly debated. This debate launched an open discussion about the standards and principles of moral education;meanwhile, it also made the absence of moral standards become a much more common anxiety. With the promulgation of Imperial Rescript on Education, not only did the debate itself come to an end, but also the question and warning about the danger of the establishment of a national religion was eliminated.
