摘要 食用农产品质量安全直接影响人民群众的身体健康和生命安全。经过2013年机构改革对食用农产品监管体制的调整和划分,我国逐步形成并建立起统一权威的食用农产品质量安全监管体系。然而,我国现阶段食用农产品质量安全监管仍存在一定问题,如现行的《食品安全法》与《农产品质量安全法》难以有效衔接、监管部门间职责不清、监管环节空白的情形仍然存在。同时,我国食品安全标准存在检测水平落后、不同层级标准间存在冲突等问题。此外,基层食用农产品安全监管执法人员水平参差不齐、技术监管手段有限等因素也直接制约了食用农产品的有效安全监管。本文从我国食用农产品质量安全监管体系现状、存在的问题、解决方法及建议等方面对我国现阶段食用农产品质量安全监管进行分析探讨。 The quality and safety of edible agricultural products are directly related to the health and safety of the public. After reformation of governmental departments in 2013, the responsibility of administration authorities has been adjusted and divided. A unified and centralized management system of edible agricultural products has been gradually established and developed in China. However, the issues in regard to the quality and safety supervision of edible agricultural products still exist. For example, Food Safety Law and Agricultural Product Quality and Safety Law are not effectively corresponded. Besides, the issue of unclearly defined duty and responsibility among the supervision departments continues to exist. In addition, to some extent, the quality level of food safety standard of China lags behind in the technical aspects. The confliction among the standards at different levels still exists. The capability of law enforcement officers from local supervision department varies considerably, and the technical supervisions are limited. These factors also directly restrict the effective safety supervision of edible agricultural products. This paper discussed the current situation on the quality and safety supervision system of edible agricultural products in China, the remaining problems, solutions and suggestions.
