On Constructing an Advanced Industrial System for National Defense Science and Technology with Chinese Characteristics in a New Age

建设中国特色先进国防科技工业体系是习近平新时代中国特色社会主义思想的重要组成部分。现有国防科技工业体系存在结构不合理、创新活力不足和军民融合程度不深等问题,与新时代形势的任务要求不匹配。进入新时代,国防科技工业发展战略被提升到新高度,经济社会发展、国防和军队现代化建设也对其转型提出了新使命、新要求。中国特色先进国防科技工业体系的内涵包括政治性、先进性、战略性、可持续性、动态性和完整性,建设思路是坚持党的领导、军民融合、创新驱动、供给侧改革、政府与市场并举、存量与增量结合、保军为先。

Constructing an advanced industrial system for national defense science and technology with Chinese characteristics is a significant part of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. The emerging obstacles of current industrial system for national defense science and technology lie in unreasonable structure, lack of innovation, inadequacy of civil-military integration, and mismatch with the requisites of a new age. The advent of a new age has lifted the strategy for the development of national defense science and technology to a new level, while economic-social development and the modernization of national defense and military service propose new requirements and missions to its transformation. The connotations of an advanced industrial system for national defense science and technology with Chinese characteristics include political orientation, advancement, strategy,sustainability, dynamics and integration. The guideline for construction lies in upholding the CPC's leadership, civil-military integration, innovation orientation, supply-side reform, the coexistence of government and market, the combination of stock and increment, and the priority of military interests.
