药品零差价背景下县级医院提升保障能力的探索和启示

Discussion on county level hospital management promotion under the environment of drug zero mark-up

通过回顾性分析和比较2013-2015年江苏省53所县级综合性公立医院实施"医药分开"改革前后医院经营情况的变化,阐述了县级公立医院"医药分开"改革面临的问题,并提出药品零差价后县级医院提升保障能力的主要策略,即:强有力的财政保障是县级公立医院改革稳定发展的重要基础;要建立符合医疗行业特点的人事薪酬制度;精细化管理是提升经营效率,应对医疗改革的重要手段;开展专项行动计划,推动医院转型发展;建设医院软硬平台,助力医院创新发展。

Based on the retrospective analysis and comparative analysis of financial status of 53 county level hospitals in Jiangsu province before and after county level general hospital drug zero mark- up reform, problems were discussed. Countermeasures on promoting county level hospital financial situation such as adding government input, building health industry characters matched compensation system, implementing lean management, carrying out special action, building soft and hard platform and helping hospital innovation.
