Theoretical Research on PPP Nature and Value for Money

由于个体禀赋的差异,对PPP本质的理解存在异质性,导致PPP实践中鱼目混珠、真假难辨。从社会共同需要的视角解析政府职能演进分类剖析PPP的哪种属性在其众多属性中扮演主导地位和主导作用角色,研究得出PPP的本质是高级、复杂的政府采购;并在此基础上论证PPP的物有所值理论,提出在复杂、综合PPP项目中政府部门追求物有所值终极目标不变,依然是公共服务的绩效交付。

Due to the differences of individual endowments,there is a heterogeneity in the understanding of the PPP nature,which leads to the confusion between true and false in PPP practice. This study analyzes the evolution of government functions from the perspective of social common needs, and uses the comparative analysis method and the number structure chart to classify and analyze which attributes of PPP play a dominant and leading role in many attributes of PPP, and the study concluded that the PPP nature is a high-level and complex government procurement;and on this basis,it demonstrates the value-for-money theory of PPP,and puts forward that the ultimate goal of value-for-money of government in the complex and integrated PPP project is still the performance delivery of public service.
