对我国煤矿安全管理的思考

Thoughts on Coal Mine Safety Management in China

煤矿企业的安全运营受到诸多因素的制约,需要制定科学、系统的煤矿企业安全运营管理制度,采用科学有效的安全管理方法,才能保证煤矿企业的生产经营活动顺利的进行;通过解释煤矿安全管理的本质,分析当前我国煤矿企业生产经营的现状,阐述煤矿企业在安全管理中存在的体制机制运行不够畅通、安全设备不足、安全生产观念落后、责任意识薄弱等问题,并提出了建立我国煤矿的安全责任体系、完善煤矿安全监督机制、加强煤矿作业人员的培训、加强煤矿作业设备管理等有效策略。

The safe operation of coal mine enterprises is constrained by many factors.The production and operation activities of coal mines can not proceed smoothly without scientific and systematic coal mine safe operation management system and effective safety management method.This paper explains the essence of coal mine safety management,analyzes the current status of coal mines' production and operation in china,and states the problems existing in coal mine safety management such as poor mechanism functioning,lack of safety equipment,obsolete safety production concept,and weak consciousness of responsibility.Several effective strategies are put forward such as establishing coal mine safety responsibility system,perfecting coal mine safety supervisory mechanism,strengthening coal mine operator's training,reinforcing coal mine operation equipment management,and so on.
