摘要
运用三阶段DEA模型对安徽省16个地市农业生产效率进行剔除环境因素和随机误差项的对比分析,并采用Tobit回归模型对农业生产效率的环境影响因素进行分析。结果显示:安徽省农业生产效率地区之间存在很大差异,综合效率水平尚存在提升空间;去除环境和随机因素后,处于规模收益递增状态的地区数量增多,而且农业生产效率提升的主导因素由技术效率变为规模效率,说明环境因素对效率的测度具有显著的影响;农村居民人均可支配收入、人均受教育年限以及信息化水平均正向影响着农业生产效率;地方财政支农资金与农作物受灾面积对农业生产效率无显著影响;城镇化水平负向地影响着农业生产效率。最后,在上述研究的基础上,提出优化农业生产要素配置方案。
This paper adopts three- stage DEA model to eliminate environmental factors and random errors in analyzing agricultural production efficiency of 16 cities in Anhui Province,and then uses analyze the main environmental influencing factors of agricultural production efficiency. Results indicatethat there is a big difference in agricultural production efficiency in different areas of Anhui Province andthe overall efficiency needs great promotion. It also reveals that the number of areas which are in the stateof increasing scale profits grows except for the environmental and random factors, and the leading factor of agricultural production efficiency improvement changes from technical efficiency to scale efficiency, which shows that environmental factors have a significant impact on the efficiency measurementfound that the agricultural production efficiency is also affected by the rural per capita disposable income,the average years of education and the information level, but the local fiscal funds and the crops disaster area don’t have a significant impact on it. However, the level of urbanization have a negative impact on the agricultural production efficiency. Finally, some plans to optimize the allocation of agricultural production factors are put forward on the basis of the above research.
