云南省红河州精准扶贫绩效研究

Study on Performance of Targeted Measures in Poverty Alleviation in Honghe Prefecture of Yunnan Province

随着我国扶贫工作进入攻坚克难的关键阶段,注重扶贫成效、提升扶贫绩效已成为精准扶贫亟待解决的问题。本文在对云南省红河州贫困现状分析的基础上,从精准识别、精准扶贫措施、精准扶贫资金管理、干部驻村帮扶情况四个方面分析了红河州精准扶贫实施的情况,选取了精准识别、精准帮扶、经济社会发展、基础设施建设、减贫效益五个准则层,共15个指标,构建了红河州精准扶贫绩效评价指标体系,并利用层次分析法对红河州精准扶贫绩效进行了综合评价和排序。研究表明,影响红河州扶贫绩效的关键因素依次为经济社会发展、基础设施建设、精准帮扶、精准识别与减贫成效。

As China's poverty alleviation work steps into a crucial stage to tackle tough,it has become the urgent problems of the targeted measures in poverty alleviation to pay attention to the effectiveness of poverty alleviation and improve the performance of poverty alleviation.Based the analysis of the current situation of poverty in Honghe Prefecture of Yunnan Province,the implementation of targeted measures in poverty alleviation will be analyzed from the following four aspects of the precise poverty identification,the targeted measures in poverty alleviation,fund management in the targeted measures of poverty alleviation,and helping cadres residency of Honghe Prefecture.What's more,this paper chooses five criteria layers of precise poverty identification,targeted measures in helping,economic and social development,infrastructure construction,and poverty reduction benefits,and a total of 15 indicators to construct the performance evaluation index system in the targeted measures of poverty alleviation in Honghe Prefecture,and uses the Analytic Hierarchy Process to evaluate and sort the performance of precise poverty alleviation in Honghe Prefecture comprehensively.The research shows that the key factors affecting the poverty alleviation performance of Honghe Prefecture are economic and social development,infrastructure construction,accurate assistance,accurate identification and poverty reduction effect.
