我国医疗服务价格问题成因及改革路径探析

长期以来,我国医疗机构、医护工作者、医疗服务的消费者对于医疗服务的供给与需求之间难以实现均衡,反映医疗服务价格的上升的速度明显要高于居民收入的增长速度,医疗服务价格高企。对我国医疗价格问题的成因进行分析后,提出在基于市场的基础上通过打破医疗服务行业的行政垄断,完善对医疗服务的价值补偿,改进医疗服务价格监管,建立医疗价格动态调整机制等政策建议,以期提高医疗服务资源的效率,实现医疗服务资源的合理配置,把医疗服务价格的涨幅和结构控制在合理的范围内。

In our country, there has been an unbalance between the supply and demand for medical service to our medical institutions,health care workers and consumers of medical service for a long time.It reflects that the rising rate of medical service is significantly higherthan the growth rate of income and the price of medical service is high.Based on the market, it can be solved by breaking the industry ad-ministrative monopoly in medical service and liberalization of for-profit hospitals, improving the the value compensation to medical serviceand the medical service price regulation, establishinga dynamic adjustment mechanism of medical price, enhancing the efficiency of medi-cal service resources in order to realize the rational allocation of medical resources and control the increase of the medical services priceand structure in a reasonable range.
