经济新常态下深入推进城乡一体化发展策略研究

Development Strategy of In-depth Urban-Rural Integration from the Perspective of New Economic Normal

城乡一体化发展不仅是经济问题,也是政治和社会问题。它是全面实现小康社会的重大现实问题。城乡一体化发展的关键制约因素是社会权利分配及其造成的公共资源配置的不合理。深化城乡管理体制在当前尤为重要。我国城乡发展不平衡由来已久,过去在户籍制度刚性制约下城乡之间是显性的不平等,如今大多数城市虽已取消城乡隔离的户籍制度,但农民工仍享受不到与城市居民同等的公共服务和社会保障,存在隐性的歧视。本文认为,新常态下深入推进我国城乡一体化发展体制创新仍然是关键。经济新常态客观上要求结构转换和增长质量提升,对于城乡一体化发展来说,既是挑战;更是发展机遇。新型城镇化对于加快城乡一体化进程,促进新常态下结构转型升级、促进内需也是大有裨益的。

The urban-rural integration is an economic,political and social issue,a major one in the realization of the all-around well-off society. The key restraint of urban-rural integration is the imbalanced allocation of social rights and public resources. This urban-rural imbalance and inequality in China has a long history,which is explicit under the rigid control of the household registration system. Despite that many cities have canceled urban-rural isolation of the household registration system,migrant workers still are denied of urban public services and social securities,as the discrimination becomes implicit. This paper argues that system innovation is the key to the in-depth reform of urban-rural integration development under the new economic normal. New economic normal objectively demands structural transformation and growth quality improvement. This is both a challenge and development opportunity for the urban-rural integration promotion. New urbanization is also beneficial for the speeding-up of urban-rural integration process,pushing forward the transformation and upgrading of the new normal structure and expanding domestic demands.
