产权失衡是人们对现存产权制度的一种不满意或不满足,意欲改变而又尚未改变的状态,主要表现为产权配置在数量上的不适应和结构上的不协调。在产权失衡下社会必然产生大量的租,它由政府为其自身及其所偏爱的特殊集团谋取额外利益所致。在租存在的社会中,财富最终可以被分解为工资、利润、租三个部分,且租的获得者必会对正当财富的创造者进行挤压,使得收入差距在所难免。故收入差距问题的解决之道是政府必须对产权进行重新配置,使产权由失衡向均衡的方向靠拢,从而使大量的租合理地分散化。
