通过对曲格平以"强化环境管理"为核心的中国环境管理思想体系的形成与发展过程进行梳理,指出中国环境管理思想的发展是一个不断强化环境管理的过程;并从"强化环境管理"是中国环境管理思想体系的核心,是加快出现"拐点"的关键和"强化环境管理"的重点是观念的转变及方法手段的创新三个方面说明了环境管理思想的发展趋势。

After combing the establishment and development of Chinese envirornmental management ideological system with Qu Geping＇s thought ＂strengthening environmental management＂ as the core, the paper pointed out that the development of Chinese environmental management ideological system is a process for increasingly strengthening environmental management, and illustrated the developing trend of environmental management ideological system from three aspects：（a） ＂Strengthening environmental management＂ is the core of Chinese environmental management ideological system.（b） ＂Strengthening environmental management＂ is the key to speed up the emergence of inflection point.（c） The emphases of ＂strengthening environmental management＂ is to change idea and innovate in working method.
