乡—城、城—城流动人口社会保险参保率及其影响因素的比较研究——基于2014年全国流动人口动态监测数据

A Comparative Study of Factors Influencing Insurance Participation between Rural-Urban Floating Population and Urban-Urban Floating Population:Based on the Dynamic Monitoring Data of the Floating Population in 2014

本文基于2014年全国流动人口动态监测数据,利用二项Logistic回归模型比较分析了乡—城流动人口与城—城流动人口社会保险的参保情况及其影响因素。结果表明,流动人口尤其是乡—城流动人口的社会保险参保率仍然处于较低水平。从共同点来看,定居性、雇员身份、在制造业工作和收入的增加,都对乡—城和城—城流动人口参加社保有显著正向影响;在私营企业工作、个体工商户和无单位群体的参保率较低。从不同点来看,对乡—城流动人口来说,省内跨市、市内跨县流动、在外资企业工作的参保可能性最大,中部地区、东北地区的参保率最低;对城—城流动人口来说,市内跨县流动、在国有集体企业工作参保可能性最大,中部地区的参保率最低。文章建议提高社会保险的统筹层次,加强对用工规范性较差行业的监管,早日实现社会保险的全覆盖。

Based on the dynamic monitoring data of floating population in 2014,this paper conducts binary logistic regression to analyze and compare the influencing factors for rural-urban floating population and urban-urban floating population of their insurance participation. The results show that the social insurance rate of floating population especially the rural-urban floating population is still at a low level. From the common point of view,settlement,employee status,in manufacturing jobs and the increase of income,have a significant positive impact on all floating population to participate in social security.From the different point of view,to the rural-urban floating population,floating intra-province,working in foreign enterprises,the insured possibility is most likely;working in Central and Northeast China,the insurance rate is lowest. To the urban-urban floating population,cross county flow,working in the state-owned enterprises is the most likely to participate in insurance,and working in Central China,the insurance rate is lowest. The article suggests that it is necessary to raise the overall planning of social insurance,strengthen the supervision of the less standardized industry and realize the full coverage of social insurance.
