甘肃省城乡居民基本医疗保险整合的障碍探析

An Analysis to the Integration Obstacle on Basic Medical Insurance for Urban and Rural Residents in Gansu Province

整合城乡居民医疗保险是我国实现城乡一体化的重要内容,也是国家基本医疗保险统筹发展的必然要求。2016年1月,国务院下发《关于整合城乡居民基本医疗保险制度的意见》,各省陆续制定了本省的居民医保整合方案。但是,甘肃城乡居民医保制度滞后、医疗资源分布不均的问题,已经严重阻碍着整合工作的推进。因此,进行医疗保险城乡整合的障碍探析,寻找解决这些障碍的办法,实现高效、公平的城乡居民基本医保整合,是目前完善医保体制建设的一项重要内容。

The integration of urban and rural residents＇ medical insurance is an important content for integrated construction in our country,and the inevitable requirement of the national basic medical insurance plan as well. In January 2016,the state council issued on the opinions of the integration of basic medical insurance system for urban and rural residents,many provinces have formulated the integration scheme. However,the lag of health care system and uneven distribution of Medical resources in Gansu have been serious impediments to the integration. Therefore,the barrier analysis of urban and rural medical insurance integration,looking for solutions to these obstacles,is currently an important content to achieve efficient and fair basic health care integration and the perfect health care system.
