中国民生型城镇化发展的支撑体系研究

Research on the Supporting System for the Development of People's Livelihood Urbanization in China

以改善民生为根本目的的民生型城镇化是顺应城镇化发展趋势的本质需要。中国民生型城镇化的发展需要全面的支撑体系,但社会矛盾突出、经济结构失衡、资源短缺、生态环境恶化等问题影响和制约了民生型城镇化发展的进程。为此,本文从复合系统协调发展的视角,从社会、经济、资源、环境四个方面,按照社会和谐、经济高效、资源节约、环境友好的要求构建中国民生型城镇化发展的支撑体系,并提出了相应的保障措施。

People＇s livelihood urbanization with improving people,s livelihood as the fundamental purpose,conforms to the essen-tial requirements of urbanization development. The establishment of China,s people,s livelihood urbanization needs a comprehen-sive support system. However, the social conflicts, imbalanced economic development, resource shortage, ecological deteriora-tion affect the process of people,s livelihood urbanization. Therefore, from the perspective of coordinated development of complex systems,this paper constructs a support system of China ’ s livelihood - based urbanization based on the requirements of social harmony, economy, efficiency, resource saving and environment - friendliness from the aspects of society, economy, resources and environment. It also proposes the corresponding safeguard measures.
