在新时代中国特色社会主义建设中,进一步扩大立法参与程度的重要性和迫切性不言而喻。对立法参与的理论分析和新《立法法》相关制度的规范梳理基础上,借助2015、2016两个年度的立法公众参与和立法专家参与情况实证评估,深入阐述好、中、差评价及其理由,鼓励公众提出立法意见建议、形成公众参与立法—获得积极反馈的良性循环,加大专家参与立法程度,发挥专家参与立法作用。最后提出完善立法参与的制度建议。

In the new era of building socialism with Chinese characteristics, it is self-evident that the importance and urgency of further enlarging the level of participation in legislation should be magnified. Based on the theoretical analysis of the legislative participation and the normative system of the new ＂Legislation Law＂, based on the 2015 and 2016 legislative public participation and the empirical evaluation of the participation of legislative experts, this paper elaborates on the good, medium and poor evaluation and The reason for this is to encourage the public to put forward suggestions on legislative opinions and form a public participation legislation-a positive cycle of positive feedback, increase the participation of experts in the legislative process and give full play to the role of experts in legislation. Lastly, it puts forward suggestions on how to improve the legislative participation.
