摘要
计量检测过程指的是从被检计量器具的委托受理、登记、内部交接、检测前的准备、标准设备的选择、检测步骤的实施、检测结果的复核、批准、证书的出具、被检计量器具的暂存等这一全套流程。从质量管理体系的运作角度来看,从样品(被检计量器具)的接收(输入)到样品及证书或报告的发放(输出)这期间所涉及到的人、财、物、技术、方法等资源和活动都是计量检测的过程。因此,对计量检测过程中的每一个步骤采用标准化管理能够更有效地保证计量检测过程的产品(证书或报告)输出质量。本文作者从实际工作出发,结合法定计量检定机构单位的特点,对这一过程如何充分运用标准化进行质量控制加以阐述。
Metrological testing process refers to the full set of process inclusive of consignment and registration of to be measured instruments, internal handover of verification personnel, preparation before verification, selection of standard equipment, implementation of verification procedures, review and approval of test results, issuance of cer- tificate, temporary storage of to be measured instruments. From the point of view of the operation of the quality management system, during the period from the receipt (input) of the sample ( instruments to be measured) to the release of the sample and certificate or report ( output), all involved resources such as personnel, financial re- sources, objects, technologies, methods, and activities, should be processes of metrological measurement. There- fore, the standardized management of each step in the measurement testing process can more effectively guarantee the output quality of the product ( certificate or report) during the measurement testing process. Based on the actual work, the author combines the characteristics of statutory metrological verification agencies and elaborates on how to make full use of standardization for quality control in this process.
