中国乡村发展的历史沿革:基于公共选择视角

Historical Evolution of China's Rural Development:A Study Based on the Perspective of Public Choice

利益协调与激励兼容是实施乡村振兴战略必须面对的现实问题。从公共选择视角,考察近代至今的中国乡村发展建设与农村发展问题。研究发现:在农业与农村发展中,必须注意政府与农民的良性互动,注意解决二者的利益协调和激励兼容。这一结论意味着在乡村振兴战略实施中应注意解决公共投入与农村居民的公共需求的匹配问题,应将强化乡村治理的组织资源作为乡村振兴战略的基础性工作,并且积极培育乡村振兴战略的文化资源。

Interest coordination and incentive compatibilityare the realistic problems which have to be faced up to in the implementation of rural revitalization strategy. From the perspective of public choice, this paper studies the issues emerging in rural development and construction in China since modern times. The results show that attention should be paid to promoting the positive interaction between government and farmers in developing agriculture and rural areas, and to solving the problems of interest coordination and incentive compatibility between them. This finding means that in the implementation of rural revitalization strategy, emphasis should be laid upon settling the matching problem between public investment and rural residents ~ public demand, consolidating the groundwork status of organizational resources of rural governance in rural revitalization, and actively developing cultural resources to revitalize rural areas.
