Self-Governance of Community Public Affairs: Institutional Background,Occurrence Mechanism and Organizational Mode

社区公共事务自主治理很大程度上是一个组织问题,社区居民呼吁和行政纵向授权是其两大发生机制,在政治和技术的双重约束下,项目制成为了其在组织模式上的可行选择。我国现阶段社区公共事务自主治理依然带有浓厚的行政色彩,但与此同时,行政推动却也创造了某种自治空间,体现了增量改革的逻辑;此外,社区公共事务自主治理中,政府的持续承诺、积极分子的调动,以及自管会组织地位的认可是取得良好自治效果的前提条件。

Self-governance of community public affairs, to a great extent, is an organizational problem. With voice from residents and vertical administrative authorization as its two main occurrence mechanisms, and under both restraints from political and technical aspects, project system can be a feasible option to be one of organizational modes to self-governing community public affairs. Although self-governance of community public affairs at the present stage still carries with strong administrative color, the administration promo- tion simultaneously creates some space for self-governance, demonstrating the logic of incremental reform. What＇s more, government＇s continual commitment, community activists＇ mobilization and confirmation of the organizational status of Self-Governance Committee are premises to obtain good effects on self-governance of community public affairs.
