县域在协调推进“四个全面”战略布局中的使命担当——兼论习近平总书记关于县域治理的论述

County Mission to Achieve the Coordinated Progress of “Four Comprehensive Strategic Blueprint”——On General Secretary Xi Jinping's Discussion about County Governance

"四个全面"抓住了新时代的历史任务和主要障碍因素,其实施决定着中国特色社会主义的历史命运。县域在我们党的组织结构和国家政权结构中的特殊性,决定了它在协调推进"四个全面"战略布局中的独特使命。县域组织的施政行为直接关系到"四个全面"战略布局能否真正落实。县域要在协调推进"四个全面"战略布局中发挥生力军作用,体现应有的责任担当。一定要正确认识和处理"四个全面"战略布局与"五位一体"总体布局、"五大发展理念"的辩证关系;一定要正确认识和处理"四个全面"有机耦合、整体协同的内在逻辑;一定要从县域的实际情况出发,创造性地寻找县域协调推进"四个全面"战略布局的"牛鼻子"和着力点,充分彰显县域特色。

＂Four Comprehensives＂ points out the principal contradictions and major issues that China is faced with at present, which influences the fate of socialism with Chinese characteristics. Because of the specialty of county on the Party＇s organizational structure and state regime structure, counties undertake special mission to achieve the coordinated progress of ＂four comprehensives＂, and the administration of county organizations determines ＂four-Pronged comprehensive strategy＂ implementation. Counties should take on the spirit of responsibility, and play a major part as a vital new force in coordinated progress of ＂four-pronged comprehensive strate- gy＂. We should deal with a dialectical relation among ＂four eomprehensives＂, ＂five-sphere integrated plan＂ and ＂five development con- cepts＂, as well as the inner logic relationship of ＂four eomprehensives＂ in integration and general-coordination. Based on the realities of counties, it is critical to coordinate strategic blueprint and advance effecting points in achieving ＂four comprehensives＂.
