基层体育治理的学理基础、现实图景与应对策略

The Theoretical Basis, Reality and Countermeasure of Grassroots Sport Governance

通过梳理基层体育治理的学术脉络,提炼基层体育治理的内涵及特征,并据此考察我国基层体育治理的现实状况,试图发现问题并提出对策。研究认为,学理上,基层体育治理不是单单政府部门的体育行政管理,而是多方参与的协同管理,是面向基层城乡、社区,组织人民群众广泛参与体育,提高健康水平和生活品质,以满足人民对美好生活的向往。现实中,我国基层体育治理因社会转型而必须面对治理内容不够具体、治理主体身份模糊、市场基础性作用有待提升、行政管理惯性依旧、司法效果无法真正体现、缺少精准化治理的手段等问题。对策上,要重构基层体育治理内容,有必要健全完善基层体育治理的政策体系、场地设施网络、社会组织网络、服务资助体系和人才支撑体系;进一步建立丰富"委托""共同举办活动""补贴"与"奖励"等协同政府、企业、社会、个人等主体利益的机制;以"单位制运作"和"项目制运作"相结合的路径,优化创新基层体育治理方式,以民生问题界定为出发点科学化推进基层体育改革。

To clarify the academic context of grassroots sports governance, extract the theoretical basis of grass-roots sports governance and get to know the realistic situation in China. It is proposed that the sports governance of grassroots is not just the affair of government, but participation in synergy management, it is a grassroots organization of urban and rural people participate in sports, and improve the health and quality of life, yearning for a better life. During the social transition period, grassroots sports governance in China must face the practical problems such as the miss of administration identity; the strong power of traditional; the impact of legal justice cannot be reached; the effect of market need to be improved; the lack of accurate means. Therefore, the content of grassroots sport governance in China need to be redefined, according to education, employment, social assistance,health services, pension and so on, it is necessary to improve the policy system, the space and facilities network, social organization network, service support system and human resource support system of grassroots sports governance. It is also necessary to enrich the ＂principal＂ and ＂common activities＂ and ＂subsidies＂ and ＂reward＂ mechanism. It should be mixed Unit System with Project System, to avoid empiricism, so that social problems are defined as the starting points of promoting scientific level of grassroots sports reform.
