Conflicts and Cooperation——Studies on the History,Status Quo and Countermeasures of Sino-Vietnamese Disputes over the South China Sea

中越南海争端作为两国难以逾越的障碍一直以来备受关注,尽管海上冲突客观存在,但依托两国深厚的历史渊源,中越关系的复杂又不平凡的特征,加之双方已建立和积累的合作根基,为今后双方的海洋合作奠定了坚实基础。冲突无助于问题的解决,唯有合作才能共赢,未来中越之间海洋合作机制的构建是符合两国人民根本利益的举措,是大势所趋,是两国必须付诸实践的共同责任和义务,双方共同努力转化冲突,合作当先,尽早构建"中越良性有机磁场",构建中越海洋合作机制或是可选择的路径。

The dispute between China and Vietnam over the South China Sea, as an insurmountable barrier between the two countries, has been paid much attention. Although the maritime conflicts exist objectively, the complicated and extraordinary features of Sino-Vietnamese relations together with the foundation of cooperation established and accumulated by the two sides, have laid a solid foundation for the future maritime cooperation between the two countries. Conflict is not conducive to the solution of the problem, only cooperation can lead to a win-win situation, therefore the construction of the marine cooperation mechanism between China and Vietnam is in line with the fundamental interests of the two peoples, is the trend of the times, and is the common responsibility and obligation of the two countries which must be put into practice. It may be an alternative path for two sides to work together to transform conflicts and put cooperation first so as to build as soon as possible a ＂Sino-Vietnamese benign organic magnetic field＂ and to construct the Sino-Vietnamese marine cooperation mechanism.
