转型与茫然——“脱钩”背景下的科技社团能力建设及其思考

Transition and Vacancy:the Capacity Building of Scientific and Technological Societies in the Background of Decoupling and its Reflection

随着全国性行业协会学会与行政机关脱离挂靠关系试点工作的不断推进,"脱钩"后的行业协会学会的生存与发展面临的最大障碍已经从外部转向内部。全国性行业协会学会在组织体制、运行机制、活动方式、内部管理等方面暴露出诸多问题,基本质上是目前我国科技社团能力建设实践层面问题的体现。本文围绕"脱钩"大背景下给科技社团能力建设方面带来的问题及其对策,以中国公路学会在"脱钩"背景下的改革实践为例,从理念、制度、方法等方面探讨了"脱钩"背景下加强科技社团能力建设的建议和对策。

The function of scientific and technical community in China is to promote the development of sci- ence and technology, academic prosperity and science popularization. For many years, it has played a positive role in economic and social development. However, with the reform of economic system, political system and technical system, the scientific and technical community shows the deficiencies in its organizational system, op- erating mechanism, activities, and internal management, which is the embodiment of the practical problems in the capacity building of Chinese science and technology associations at present. Based on the reform and practice of China Highway and Transportation Society under the background of decoupling, from the perspective of so- cial transformation, this paper explores the current ideology and system problems and the countermeasure in the capacity building of the scientific and technical community. The paper hope these measures can be put into practice and improve effectively the existing state of the scientific and technical community to make it play a greater role in the development of economy and society.
