《国家中长期教育改革和发展规划纲要》中提出要"加快各类学习型组织建设,基本形成全民学习、终身学习的学习型社会",而建设学习型城市是有效推进全民终身学习的机制。因此各级政府把建设终身学习网作为构建学习型社会的重要工程。论文从创建学习型城市和构建终身教育体系入手,通过对终身学习网运作情况进行分析,提出新形势下终身学习网如何更好服务于全民终身教育,以及如何通过学分银行运作模式对学习者在线学习的学分进行认证提出若干建议。

In the ＂The National Medium and Long Term Education Reforms and Development Plan Outline＂, it has proposed that ＂we should speed up the construction of all kinds of learning organizations, and form a learning - oriented society with public learning and lifelong learning＂, while building learning - oriented cities is an effective mechanism to promote public lifelong learning. Therefore, governments at all levels take the construction of lifelong learning websites as an important project to build a learning - oriented society. From the angles of construction of learning - oriented cities and the construction of lifelong education system, the paper analyzes the lifelong learning websites operation status, puts forward suggestions that how to better serve the national lifelong education under the new situation using lifelong learning websites, and how to use credit bank operation mode to certify the credits of the learners＇ who are learning online.
