文化创意产业的能力建设与政策可量化困境

联合国教科文组织连续发布两份"多样性公约"文化政策效果评估报告,从四个角度评估公约的实施效果。但这些评估手段都有不符合文化创意产业发展国际现实和中国国情之处,不能说明发展中国家文化创意产业发展的状况。在分析评估指标缺陷的同时,本文颠覆性地分析了几个关于国际文化创意产业发展的误区,包括创意能力建设与技术进步并不相同,以及现有文化多样性促进政策并不能有效促进文化创意产业发展。

UNESCO successively issued two reports on the evaluation of the effectiveness of the ＂2005 Convention＂ on cultural policies and evaluated the implementation effect of the Convention from four perspectives.However, these assessment methods do not accord with the international reality of cultural creative industries and China＇s national conditions, and can not explain the develop- ment of cuhural creative industries in developing countries.While analyzing and evaluating the defects of indicators, this dissertation analyzes some misunderstandings about the development of international cultural creative industries, including the differences in cre- -i ative ability construction and technological progress, and the existing cultural diversity promotion policies can not effectively promote cultural creative Industries Development.
