自由贸易港建设背景下天津港向商贸物流港转型升级研究

党的十九大报告明确提出"赋予自由贸易试验区更大改革自主权,探索建设自由贸易港"。天津港应主动对接自由贸易港建设发展,借助政策支持和制度优势带动港区产业结构调整与经济产值增加,促进港产联动和港城融合,实现从装卸运输港向商贸物流港转型升级。其具体路径一是充分发展国际中转集拼、内支线中转运输和沿海捎带等业务,深度融入国际航运网络,建立健全区域内干支线网络,加密开通中欧班列。二是转型贸易物流强港,建立横向和纵向一体化物流供应链,带动腹地经济转型升级,加速临港产业集聚发展,培育贸易服务新业态。三是促进航运要素聚集,打造港产联盟和港航联盟,加速航运金融产业集聚,形成高水平、多层次的现代航运服务产业集群。

At the 19^th National Congress of the Communist Party of China, a report explicitly mentioned＂ giving the tree tra（te zones more autonomy to reform and exploring to construct the free trade ports ＂. Accordingly, to achieve the transformation and upgrad- ing from the loading and unloading transportation port to the commercial logistics port, Tianjin Port should respond to the policy of con- structing and developing free trade ports actively, driving the adjustment of the port area＇ s industrial structure and the growth of eco- nomic output with whose support and the institutional advantages, and promoting the union of the port-industry and the port-city.There are three specific paths to fulfill the above goal.One is to fully develop the services such as the international transit LCL, domestic feed- er transit transport and coastal piggyback, deeply integrated into the international shipping network, establishing and improving the ar- tery and branch networks of Bohai Rim, adding more lines for China Railway Express.Another is to transform to a strong port of commer- cial logistics, establishing a horizontal and vertical integrated logistics supply chain, driving the economic transformation and upgrad- ing of the hinterland, accelerating the clustering development of port-centered industry, and cultivating the new mode of trade service. The third way is to build the alliances of the port-industry and the port-shipping by promoting the gathering of shipping elements and to vigorously develop the shipping finance industry.
