PPP模式下基础设施项目风险分担模型研究——以某工业园污水处理厂项目为例

PPP模式下基础设施项目具有投资大、寿命周期长、过程不稳定的特点,项目参与方都面临着极高的风险。如何进行合理的风险分配,调动项目参与方的积极性,最大程度的实现项目效益仍然是一个难题。本文以某工业园污水处理厂项目为例,对项目初期风险进行分担,并在此基础上运用基于TOPSIS法建立一个操作性强、可行性高的风险分担模型。

The infrastructure project under the PPP mode features the large investment, short life cycle and process instability, and all the project participants are at high risk.It is still a difficuh issue that how to make a reasonable risk allocation and arouse the en- thusiasm of project participant to maximize the project benefits.Taking a sewage treatment project in a industrial park as an example, this article allocates the early risk, and based on this, establishes a risk-sharing model with good operability and high feasibility by ap- plying TOPSIS method.
