摘要 全面普及是西藏学前教育发展的基本方向,教育公平是西藏学前教育发展的价值追求,追求优质是西藏学前教育发展的重要目标。建立以政府为主导的学前教育公共服务体系,加大对学前教育的公共财政投入;构建城乡学前教育均衡发展的补偿供给机制,学前教育资源配置向农牧区倾斜;完善学前藏汉双语教育的师资培养培训体系,提升双语教育教师的专业化水平是西藏学前教育实现普及、公平、优质发展的重要保障。 The development direction of preschool education is overall popularity in Tibet,the educational equality and high quality are value pursuit and important goal. Establishing a public service system,which leading power is government,increasing public financial input for preschool education;constructing the compensation supply mechanism for balanced development of preschool education in urban and rural areas,the preschool education resources are favored to farming and pastoral areas;improving bilingual training system of teacher education,enhancing teacher's standard of bilingual education,all above, measures are the important factors which ensure the popularity,equity and high quality development of preschool education in Tibet.
