摘要
售电侧改革的核心是要推进"售电业务放开,售电市场化",引入社会资本和竞争机制,实现售电业务市场化运作。中发9号文及其配套文件的出台,为电力设计企业参与售电侧改革,拓展新兴业务、进入售电市场,提供了极大的市场空间和发展机遇。本文是在分析售电侧改革政策的基础上,结合课题组在广州、深圳售电公司调研情况,提出电力设计企业在本轮电力体制改革政策下的售电业务运营模式、业务形态和业务发展趋势。
The core of the electricity sales reform is "Sell electricity business liberalization, electricity sales marketization" . Introduce social capital and competition mechanism to realize market-oriented operation of electricity sales business. The Further Deepening the Reform of Electric Power System and its supporting documents provide a great market space and development opportunities for power design enterprises to participate in the sale of electricity reform, expand new business and electricity market. Based on the analysis of the reform policy of electricity sales reform and the research group of the sales company in Guangzhou and Shenzhen, the article put forward the electricity sales business operation mode, business shape and business development of the power design enterprises under the current power system reform policy trend.
