社区公共服务设施规划在城乡治理中的作用研究——以泗阳县为例

Research of The Influence of Community Public Service Facilities Planning in Urban Management——Taking Siyang County as Example

当前,江苏的总体城镇化水平已经超过60%。以泗阳为代表的大批小城镇在经过近二十年的建设后,外观形象已经与大城市相差无几,但城镇的许多公共服务功能配套未能及时跟上,造成了基层社区服务的缺位。面对这些问题,我们认为应该通过公共服务设施的规划,提升社区居委会在社区生活中的参与度,从而倒逼社区工作人员提升服务水平,并进而提升居民的生活体验,营造和谐的社区氛围。文章以泗阳县为例,建议通过规划编制一张覆盖泗阳主城区25平方公里的三级城市服务网络,并依托服务网络,实现城市治理水平的提升。在三级服务网络建成之后,居民能够在居住地步行15分钟范围内满足生活的所有基本需求,以达到提升城市治理效果的目的。

At present, the overall level of urbanization in Jiangsu has exceeded 60%. After nearly 20 years of construction, the large number of small towns represented by Siyang have almost the same appearance with big cities, but many public service functions and facilities in cities and towns failed to keep up in time, resulting in the absence of grass-roots community services. Facing these problems, we think it is necessary to enhance the participation of community neighborhood committees in community life through the planning of public service facilities, thus forcing community workers to upgrade their service levels, thereby enhancing the residents＇ living experience and creating a harmonious community atmosphere.Taking Siyang County as an example, the paper proposes that a three-tier city service network covering 25 square kilometers covering the main urban area of Siyang should be prepared through planning and relying on the service network to improve the urban governance level. After the tertiary service network is completed, residents can meet all basic needs of living within a 15-minute walk of their residence in order to achieve the purpose of enhancing the effectiveness of urban governance.
