EPC-PPP模式下建构小城镇全域旅游体系的探索与实践:以开化县域的整体营造为例

Exploration and Practices through Reconfiguration of Region-based Tourism System in Small Towns under the EPC-PPP Model: a Case Study of Comprehensive Construction in Kaihua County of Zhejiang Province

随着全国城镇化进程的不断发展,粗放型的小城镇产业开发模式的失衡现状有目共睹,全域旅游概念则可在一定程度上对区域内的经济社会资源尤其是旅游开发资源及相关产业进行优化提升,解决小城镇常见的混乱开发模式带来的问题,实现资源、产品和需求的动态平衡。文章以开化县综合整治改造项目实践出发,探索EPC-PPP模式在全域旅游概念上参与小城镇建设更新改造的定位与推行体系,追求充分发挥EPC-PPP机制的优势,结合开化实际,探究总结出全方位周期建设的体系方案,为今后阶段的小城镇建设机制体制探索提供积极的理论基础。

With the development of national level urbanization process in China, The concurrent chaotic development pattern of urbanization has caused lots of problems and the new conception： regionbased tourism, which is able to take advantage of public resources systematically and create dynamic balanced relationships among industry, products and demands. In this paper, we start by a case study with region-based tourism of comprehensive construction in Kaihua County of Zhejiang Province exploring new design system and orientation for the construction in small towns under EPC-PPP model. We try to create new design and construction system integrating with unified purchase subsystems, which will provide positive theoretical basis for development in small towns in the future.
