Role Types of Community Planner Based on Enhanced Public Participation

社区规划师是以推动公众参与作为工作指南。从参与权与参与能力的角度,总结了在城乡规划建设中公众参与的四个基本要素:规划参与权力、规划参与权利、公民参与能力与政府参与能力。通过分析公众参与要素的不同提升路径,将社区规划师的角色分为规划权利保障型、反馈协调型、规划管理的技术辅助型、社区能力提升型四类,解析了不同类型的角色特征与相关实践,从而进一步明晰了提高社区规划师的有效性途径,以期为实践提供借鉴。

Promoting public participation is the working guideline of a community planner. From the perspective of the right and the ability of participation, the article summarizes four basic elements about the public participation of urban and rural planning： power of planning participation, planning participation rights, citizen participation and government involvement. By analyzing different ascension paths of the element of public participation, the role of community planner can be divided into four types： to guarantee the right of planning, to offer feedback coordination, to provide technical support of planning and management and to help promote community capacity. We analyse features and related practices of different role types, thus further making clear the way to improve the effectiveness of community planners, so as to provide some reference for the practices.
