“一带一路”战略下,中国沼气“走出去”现状、问题与策略——以农业部沼气科学研究所为例

Opportunities and Countermeasures of China's Biogas Going Global under the Strategy of Belt and Road Initiative

推进"一带一路"是中国在全球经济一体化形势下。全方位、扩区域、划时代的战略布局。中国是世界上最大的发展中国家,面对当前全球气候变化与能源危机的挑战,参与全球环境治理、践行绿色发展理念,实现可持续发展的内在要求,是大国应担负的责任。能源与环境领域是建设"一带一路"的重点领域,发展生物质绿色能源,与发展中国家打造利益责任共同体是重要的一环,沿线国家为发展绿色能源提供广阔的市场前景。文章在此背景下,立足于中国沼气对外援助良好的声誉和优势,回顾分析中国沼气技术对发展中国家援建与合作的特点和成效,梳理制约中国沼气"走出去"的瓶颈因素,提出中国沼气"走出去"的机遇与对策,为中国沼气参与"一带一路"建设提供决策依据。

The ＂Belt and Road Initiative＂ is a comprehensive, region-extended and unprecedented strategic layout of China. As a largest developing country in the world, China is facing with the challenges from global climate change and energy crisis. It is a responsibility of a major country as China to engage in global environment governance, implement green development and fulfill the internal demands of sustainable development. Under these circumstances, this article, based on the reputation and advantage of China＇ s biogas, reviewed and analyzed the features and achievements of China＇ s biogas technological assistance to other countries, as well as the bottlenecks obstructing the process. The opportunities and countermeasures were proposed for biogas going global under ＂Belt and Road Initiative＂ strategy.
