乡村振兴、集体经济组织与土地使用制度创新——基于江西黄溪村的实践分析

Rural Revitalization, Collective Economic Organization and Land Use System Innovation:Based on Analysis of Huangxi Village,Jiangxi Province

乡村振兴是中国特色社会主义进入新时代后"三农"工作的重大战略任务,而明确乡村振兴战略的实施主体,找准关键切入点,则是实施乡村振兴战略的基础。江西省黄溪村依托建设集体经济组织和创新土地使用制度,通过"确权确股不确地"助推农业现代化,促进农业产业兴旺;"人—地—钱"挂钩推进农村现代化,打造生态宜居环境;"村事村议"提升社会治理成效,建设文明乡风。这些实践,在乡村振兴中取得了良好的成效。在深入剖析黄溪村实践的基础上,提出村集体经济组织是落实乡村振兴战略的关键实施主体,坚持系统思维的土地使用制度创新则是推进乡村振兴的关键切入点。

Rural revitalization is a major strategic task of the"Three Agricultural Issues"in the new era of building socialism with Chinese characteristics,and to clarify the main body of implementation and identify the key breakthrough points is the foundation for the implementation of rural revitalization strategy.Based on building up collective economic organization and innovative land use system,the Huangxi Village has been successful in rural revitalization through the"agriculture modernization by‘certain right,certain share,but uncertain plots’,rural modernization and rural ecological inhabiting environment by linkage of‘human-land-money’,promotion of rural social governance and establishment of rural civil social manners by‘villagers deciding village affairs’"in Jiangxi P rovince.In this paper,based on analyzing the Huangxi Village's practice,the following conclusions are put forward:the village collective economic organizations should become the key body of implementation of rural revitalization strategy,and the land use system innovation with systematic thinking is the key breakthrough points.
