Analysis on the circumstances and orderliness of the new social strata participating in balancing urban and rural development:Based on the research of Chongqing city

统筹城乡发展是国家战略也是重庆发展大计,新社会阶层参与重庆统筹城乡发展是机遇与担当共同作用的体现。当前,新社会阶层参与重庆统筹城乡发展还面临一定的挑战,既有地域困境,也有现实问题。要在结合新社会阶层自身特点的基础上,谋划其参与重庆统筹城乡发展的理路:转变观念、提高认识,增强积极性和主动性是前提;立足实际、积极作为,找准切入点是关键;履行责任、注重实效,为改善民生服务是目的;政府引导、各方监督,构建长效机制是保障。

Balancing urban and rural development is a national strategy and also a plan for the development of Chongqing. The new social stratum participating in Chongqing urban and rural development is the reflection of the joint action and opportunity. At present the new social stratum participating in Chongqing urban and rural development is also facing certain challenges,such as the geographical predicament,and practical problems. It should be based on the characteristics of the new social stratum,to plan the approach of their participation in the urban and rural development of Chongqing. To change the concept,to raise awareness,to enhance the initiative and enthusiasm are the premises; based on the actual,taking positive action,identifying the entry point is the key; to fulfill responsibility,to focus on effectiveness,and to improve people’s livelihood is the purpose; government guidance,parties’ supervision,and building a long-term mechanism is the guarantee.
