广州建设“信息安全之城”的战略思路研究

A Strategic Thinking of Building “Information Security City” in Guangzhou

本文在阐述城市信息安全和信息安全战略的概念基础上,梳理了当前城市信息安全战略研究关注的主要问题,阐述了广州建设＂信息安全之城＂的意义,并提出广州建设＂信息安全之城＂的战略思路,包括：（1）城市信息安全战略要以实现＂人的价值＂为核心依归;（2）高屋建瓴,实施城市信息安全顶层设计;（3）从实际出发,选择适合广州的信息安全战略模式;（4）全面提升城市和社会信息安全响应及行动能力;（5）不断完善城市信息安全法规、制度体系;（6）确保关键基础设施信息安全,突破信息安全技术瓶颈;（7）确保网络空间意识形态安全;（8）以信息安全为基准,推进智慧城市建设;（9）推动城市信息安全领域的区域和国际合作。

This paper,based on expounding of the concept of urban information security and information se-curity strategy, combs the main issues of the current urban information security strategy research, expounds the significance of Guangzhou＇s construction of ＂information security city＂, and puts forward the strategic thinking of Guangzhou＇s construction of ＂information security city＂,including：（1）to achieve ＂human value＂ as the core of ＂information security city＂;（2）implementation of top-level design of urban information security;（3）choosing the suitable model for Guangzhou＇s information security strategy;（4）enhancing urban and social information security response and action capacity;（5）constantly improving the urban information security laws and regulations system;（6） Ensuring the security of key infrastructure information security and breaking through the bottleneck of information security technology;（7）ensuring cyberspace ideological security;（8）promoting the construction of smart city on the basis of information security;（9）pushing forward regional and international cooperation in the field of urban information security.
