Design of Credit Evaluation System of Port Operation Enterprises

社会信用体系建设是推进国家治理体系和治理能力现代化的重要手段。本文首先通过分析我国港口经营诚信体系建设现状,提出港口企业信用评价的管理模式、评价程序、奖惩措施等制度性安排。最后从信用立法、信息化平台建设、联合奖惩等方面给出政策建议。

The construction of social credit system is an important means to promote the modernization of national governance system and governance capacity. The construction situation of port business credit system is firstly analyzed. Then an institutional arrangements are proposed for the port enterprise credit evaluation at the present stage. It is mainly composed of the credit evaluation model, the evaluation procedures and the rewards and punishments measures. Finally, some policy suggestions are presented from the aspects of credit legislation, information platform construction and joint reward and punishment.
