摘要
我国被动房的发展正处于由示范试点向初始推广过渡的关键节点上,研究其激励对策显得迫切而重要。基于地方政府视角,分析被动房初始推广下委托-代理关系,在此基础上,建立被动房初始推广的激励模型,分析两种策略下的激励方式,设计相应的激励对策,并提出地方政府制定有效的激励合同应从多方位激励、政府约束和风险分担三个关键点入手,以期使被动房达到最理想的推广效果。
The passive house in China is on the key node from the demonstration pilot to the initial promotion,so it is urgent and important to study its incentive countermeasure. The paper analyzes the principal-agent relationship of passive house initial promotion based on the local government perspective. On the basis,establishes the passive house incentive model of the initial promotion and incentive strategy,and analyzes the incentive way under the two strategies. Finally,proposes that the effective incentive contract of the local government should start from three key points:multiaspect incentive,government restriction and risk sharing,in order to achieve the best promotion effect.
