摘要
本文通过梳理分析政策、经济、城市、市场影响及高速铁路(城际快速铁路)对站区长远经济发展的促进(或抑制)作用及影响程度等因素的作用关系,从土地综合开发效益与铁路建设运营成本间财务平衡角度出发,对如何进行综合开发选线做出思考。若能获得测算规模的用地,则车站选择可毗邻市区,综合开发选线成立;若不能获得测算规模的用地,则需在经济效益和社会效益间进行全面考量,以求实现综合最优和物有所值。
Through the analyses of the promotion( or inhibition) effect on long-term economic development fromthe factors such as policy,economy,city,market influence and the high-speed railway( inter-city express railway),it is reflected on how to conduct comprehensive development and route selection from the angle of financial balance between land development benefit and railway construction and operation costs. If you can get the scale of the estimated land,then the station can be located adjacent to the urban area,comprehensive development line selection is done; if not,you need to consider between economic benefits and social benefits,in order to achieve comprehensive optimal and value for money.
