“一带一路”倡议下国际铁路培训思考与探索

Reflection and Exploration of International Training on Railways under the Belt and Road Initiative

"一带一路"倡议全面实施以来,伴随着中国高端装备制造企业走出去、国际产能合作以及沿线国家大量基础设施建设,中国高速铁路作为中国最有力的外交名片,服务于"互联互通",沿着古丝绸之路驶向世界。在助推中国铁路"走出去"的进程中,文化融合和人才培训承担着独特的使命。文章从"一带一路"的视角,结合新时期"亲、诚、惠、容"的外交理念,对国际铁路培训进行深刻的认识与解读,并结合现状找出国际铁路培训中的关注重点,进一步思考探索实施对策,从而为"一带一路"倡议在交通运输领域的实施提供优质服务、智力支撑和人才保障。

Since the full implementation of the Belt and Road Initiative,as China's most powerful diplomatic card,China's high-speed rail goes to the world by serving interconnection along the Silk Road and along with the "going out"strategy of China's high-end equipment manufacturing enterprises,the cooperation of international capacity and the acceleration of infrastructure construction of countries along the route. In the process of promoting "going out"strategy of China's railways,cultural integration and personnel training bear a unique mission. This paper analyzes the international training on railways from the perspective of the Belt and Road Initiative and the diplomatic concept of"Amity,Sincerity,Mutual benefit and Inclusiveness"in the new period,finds out the focus of international training on railways in the light of the current situation and accordingly explores the countermeasures,so as to provide high-quality services,intellectual support and talent guarantee for the implementation of the Belt and Road Initiative in the area of rail transit.
