关于完善长沙市耕地占补平衡管理的思考

The Consideration about Perfecting the Cultivated Land Balance Management in Changsha

耕地保护是我国确保粮食安全、必须长期坚持的一项基本制度。本文基于长沙市近几年耕地占补平衡及农村土地整治数据,分析认为建设用地扩张占用大量耕地、耕地后备资源匮乏、新增耕地质量偏低且利用低下等是长沙市执行耕地占补平衡中普遍存在的问题,提出分区域建立耕地补充制度、丰富耕地补充形式、完善责任目标考核制度等对策建议,对完善长沙市耕地占补平衡管理具有重要意义。

Cultivated land is related to national food security and is a long-term basic system. According to the data of cultivated land requisition compensation balance and rural land consolidation of Changsha in recent years, the paper analysis current problems, diffculties and solutions in cultivated land requisition-compensation balance of Changsha city. It is showed that several problems do exist： the reduction of cultivated land quantity and cultivated land quality deterioration, insuffcient reserve resources of cultivated land and inefficient usage. Based on this analysis, we put forward some suggestions such as establishing supplemental system of cultivated land in sub-regions, enriching cultivated land supplement forms and perfecting the assessment system of responsible targets, which is of great signifcance for perfecting the cultivated land balance management in Changsha.
