加强改进安化县耕地占补平衡对策探讨

Discussion on Improving Countermeasures for Balance between Occupation and Compensation of Farmland at Anhua County, Hunan

安化县正在实施以交通攻坚、产业转型、城镇升级、生态提质为主的"四轮驱动"战略,用地需求呈井喷式增长态势,土地要素保障成为制约县域发展的瓶颈之一。本文通过剖析该县耕地占补平衡工作中出现的矛盾与问题,从制度设计、补充路径、基础保障等方面提出对策建议,力求耕地保护目标落到实处。

At present, Anhua county is implementing the Four-wheel Drive Strategy with conquering traffc problems, industrial transformation, urban upgradation and ecological improvement as its main content. The demand for land shows a blowout in growth, and elements guarantee of land would certainly be the largest bottleneck restricting the development of the county. Via analyzing the contradictions and problems of balance between occupation and compensation of farmland at Anhua county, the paper provides comprehensive suggestions from aspects including system design, supplemental path, basic guarantee, etc., striving to reach the strategic goal.
