平等权视角下闽台残疾人大学生体育教育保障体系对比研究

A Comparative Study of Physical Education Guarantee System for the disabled in Fujian and Taiwan universities from the Perspective of Equal Rights

残疾人大学生体育教育平等权是高等教育平等权的重要组成部分,通过对不同体制下闽台高校残疾人大学生的体育教育保障体系的对比研究,发现在政策法规、组织管理、教学服务、专业场地、心理健康引导、志愿者服务与监督体系之间存在异同,提出建立残疾人大学生体育教育权力保障制度、梯级组织管理机构、区域残疾人大学生体育教学服务机构、完善高校教学评估体系、高等教育残疾人心理辅导修正体系、成立福建省高校志愿者服务协会、完善高等教育监督监管机制,解决我国残疾人大学生体育教育平等权,建设"以人为本"的高校校园.

The equal right of physical education of the disabled college-students is an important part of the equal rights of Higher Education. The guarantee system of physical education for the disabled college-students under different systems between universities in Fujian and Taiwan was comparatively studied. The results showed that similarities and differences existed in policies and regulations,organizational management,teaching services,professional venues,mental health guidance,volunteer service and supervision system. The paper proposed a guarantee system for the physical education of the disabled college-students,Cascade organization,regional disabled college physical education services,a teaching evaluation system of higher education,a disabled psychological counseling system,the establishment of the Fujian province university correction Volunteer Association,and a corresponding supervision mechanism,so as to guarantee the equality of sports education for the disabled in China,and construct a ＂ human-oriented＂ university campus.
