摘要
对上海市级薄弱专科医院的运行特点及其影响进行分析,从能力建设与人才培养、完善医疗服务价格体系与制订过渡性财政补偿政策、探索按绩效对基本支出进行财政补助三个方面,提出完善公立专科医院补偿机制的政策建议。
This paper analyzed the operation characteristics and effect of Shanghai-level weak specialty hospitals, and put forward some suggestions to improve the compensation mechanism of public hospitals from the perspective of capacity building and personnel training, improving the system of medical service price and formulating transitional fiscal compensation policies, and exploring the financial subsidy for basic expenditure based on performance.
