福建省农村宅基地退出探析

Analysis on the withdrawal of rural homestead in Fujian

福建省农村宅基地退出增加了耕地后备资源、提高了土地利用效率、改善了农村生活环境、为土地整治和农村发展筹集了资金的同时;还存在宅基地退出复垦效率低下、复垦资金筹集困难、复垦宅基地土质差利用率低、偏离复垦目标、导致农民缺乏安全感等问题。结合我国其他地区农村宅基地退出的实践和经验,提出健全农村宅基地整理、置换、复垦机制,设置宅基地退出复垦为耕地的质量评价标准,制定合理的宅基地退出利用规划,完善宅基地退出补偿机制,以及完善宅基地退出后的社会保障体系等建议,激发农民宅基地退出热情,提升复垦土地利用率。

Although the withdrawal of rural homestead in Fujian widen the reserved land resources, improve the utilization rate of land and the living environment of rural residents, there still exist some problems including the inefficient reclamation, difficulties to raise reclamation fund, low land utilization, deviating from the target and farmers lack of a sense of security. Combined with the practice and experience on the withdrawal of rural homestead in other areas of our countr^^, some suggestions which are improving the rural homestead sorting, replacement and reclamation mechanism, setting the quality evaluation standard on the rural homestead rec-lamation ,making reasonable withdrawal plan, improving the compensation mechanism and social security systems on the rural with-drawal of homestead are proposed to stimulate the enthusiasm of farmers, improve the utilization rate of land reclamation.
