社会福利框架下福建省财政支出结构绩效评价——基于因子分析与灰色关联分析方法的应用

Performance evaluation of financial expenditure structure in Fujian under the framework of social welfare——Based on factor analysis and gray correlation analysis

采用因子分析方法构建福建省社会福利综合性指标,利用2007-2015年的年度数据对福建省财政支出结构与社会福利的关系进行灰色关联分析。结果表明,公共服务支出与福建省社会福利水平关联度最高,社会保障与就业支出及社会文教支出次之,经济建设支出与社会福利水平的关联度最弱。基于此,从优化公共投资结构、实现社会福利全民均等化、建立服务性政府、提高人才储备水平等方面提出对策建议。

Based on the factor analysis method, comprehensive index of Fujian social welfare is constructed. The relationshipbetween Fujian financial expenditure structure and social welfare is analyzed by grey correlation analysis based on 2007-2015 years^ annual data. The empirical results show that the correlation betw-een public ser^^ice expenditure and social welfare level of Fujian is the highest, followed by social security and social cultural education expenditure, and the relationship between economic construc-tion expenditure and social welfare level is the weakest. Some suggestions are proposed from four aspects of optimizing the structure of public investment, achieving the equalization of national social ＂welfare, establishing service government and improving the level oftalent reserve.
