应对新形势的有效规划供给——浙江省特色小镇规划创新与重点问题剖析

Effective Planning and Supply Responding to the New Situation:An Analysis of Planning Innovation and Key Problems in Distinctive Towns of Zhejiang Province

特色小镇是经济新常态下浙江省推动产业升级发展和高品质城镇化道路的一项战略选择,目前已在全省推进,全国推广。本文在界定浙江省特色小镇创建的背景意义、内涵规律的基础上,重点对特色小镇规划的基本属性、创新要求、规划创新做法等进行了总结归纳,对特色小镇规划建设中的选址与形态、功能与结构、增量与存量等核心问题进行了延伸探讨和思考。

The distinctive town is a strategic choice of promoting the development of industry and the urbanization of high quality in Zhejiang Province under the economic New Normal, and it has been promoted in the whole province and the whole country. On the basis of defining the background and connotation of the distinctive towns created in Zhejiang Province, this paper summarizes the basic attributes, innovation requirements and innovative planning of the distinctive towns. Therefore, the core issues of the location and shape, function and structure, increment and stock existing in the planning of distinctive towns have been further discussed.
