从雄安新区设立看京津冀区域协同治理

A Study on Cooperative Governance of Beijing-Tianjin-Hebei Urban Agglomeration Based on the Establishment of Xiong'an New Area

区域治理是在中国新型城镇化推进过程中,面对"城市—区域"的新空间现象所出现的阶段发展新特征,同时也是作为治国理政重要政策工具的空间规划所必须思考和回答的核心问题之一。作为中国三大城镇群之一的京津冀地区,长期以来发展受制于大城市病、区域城镇极化、周边社会经济断崖式发展等问题。雄安新区的设立无疑为审视京津冀区域的协同治理命题提供了极好的视角和契机。本文在对区域治理进行理论分析的基础上,通过对国家区域战略的认知和时间维度的历史剖析,一方面从空间角度提出京津冀区域协同治理意味着国家战略正在发生空间转型的观点;另一方面从时间维度指出保定空间地位的边缘化对京津冀区域协同治理产生了四个方面的负面影响。在此基础上,认识设立雄安新区的战略价值以及未来它对京津冀区域协同治理的深远意义。

Facing the new urban-region spatial phenomenon, regional governance is not only a new feature in the process of Chinese new urbanization, but also one of the core issues to be answered for spatial planning as a significant policy instrument of administrating the country. As one of the three urban agglomerations in China, Beijing-Tianjin-Hebei urban agglomeration has gone through many urban problems including metropolis disease,regional urban polarization and the cliff-like socio-economic gap between Beijing-Tianjin and the surrounding areas, which have restricted its development. The establishment of Xiong'an New Area no doubt provides an excellent perspective and opportunity to examine the regional cooperative governance of Beijing-Tianjin-Hebei urban agglomeration. Based on the theoretical analysis of regional governance, this paper analyzes the history of the cognition and time dimension of national regional strategy, which, on one hand, points out from the spatial perspective that the regional cooperative governance of Beijing-TianjinHebei urban agglomeration reflects the undergoing spatial transformation of the national strategy, and on the other hand, proposes four negative impacts on the regional cooperative governance caused by the spatial marginalization of Baoding from the perspective of time. On this basis, this paper views the strategic value of the establishment of Xiong'an New Area as well as its profound significance to the regional cooperative governance of Beijing-Tianjin-Hebei urban agglomeration.
